45 HRC, Item 3, IE on promotion of a democratic and equitable international order

Delivered by Ms. Armine Petrosyan, Second Secretary

President,

Armenia thanks Mr. Sewanyana for his report.

We share the conviction that the good governance is key tenet of a democratic and equitable world order that respects human rights, including the principle of equal rights and self-determination of peoples. Indeed, the true test of the good governance is the degree to which a State delivers on the implementation of its human rights commitments. The failure on this test may signify a rising threat to peace. There is such an instance in our region, a country impaired by the systemic corruption and embezzlement of its natural resource bonanza.

While States bear the main responsibility for preventing corruption from flourishing, the financial institutions should contribute in a more decisive way to curbing this scourge. Needless to say, that they should not turn a blind eye on human rights violations but initiate practical steps in countries marred with chronic corruption schemes and laundromats.

President,

Finally, in one year alone Armenia made an improvement of 28 notches in the Corruption Perception Index of the Transparency International. This is only one indication among numerous others of my Government’s achievements since the Velvet Revolution. Thus, Armenia strengthens the good governance at home and promotes democratic and equitable world order.

I thank you.
